itemprop=\"text\" ><p>Just one topic for this month\u2019s video message from President Bailey, and it\u2019s something you\u2019ve likely heard about in recent weeks \u2013 and over the past few years. It\u2019s the imbalance upon which SOU\u2019s financial structure is built \u2013 along with those of most public regional universities in Oregon and around the country. The SOU Forward plan of 2023 and the Resiliency Plan of 2025 both were developed to address that imbalance, and the president emphasizes that SOU would not be operating as it is today if those efforts had not taken place. But the underlying issues persist, and are at the root of a cash-flow gap that was fully realized earlier this year. President Bailey thanks the governor, legislative leaders and others for acting quickly in this year\u2019s legislative session to approve a special allocation for SOU that will enable the university to operate through June 2027. That measure also requires SOU to work with a consultant to develop a long-term financial and operational plan that will serve as the university\u2019s roadmap to stability in the 2027-29 biennium and beyond. Bailey, Jr.<\/span>, joined SOU in January 2022, after overseeing the resurgence of Northern New Mexico College during five-plus years as president. He previously completed a 24-year career in the U.S. Air Force, retiring as a full colonel and command pilot with more than 3,500 flying hours.<\/p>\n<p>Dr. Bailey earned accolades on and off campus while at Northern New Mexico College, increasing enrollment by more than 20 percent, cutting student loan defaults by more than 50 percent and more than doubling the college\u2019s graduation rate \u2013 all without an increase in tuition rates. He also brokered an NNMC partnership for the construction of a 1.5 megawatt solar array to lower utility costs for at least 30 years. He led the creation of the Northern New Mexico College Eagle Corporation \u2013 the college\u2019s first such venture \u2013 allowing the institution to partner with business entities for the purpose of diversifying the college\u2019s revenue streams.<\/p>\n<p>Prior to his hiring as president at NNMC, Dr. Bailey was the first-ever dean of students at the School of Advanced Air and Space Studies at Air University, Maxwell Air Force Base, Alabama.
